RCRA regulates the management of solid waste e. Environmental Protection Agency EPA of your regulated waste activities, you must submit complete and submit this form.
Be sure to review the Notification of Regulated Waste Activity Instructions and Forms booklet before completing the form. As a handler of regulated wastes, you are responsible for learning and complying with all the requirements that apply to you and your regulated waste activities.

At that time, you will be able to choose how you wish to sign the form, electronically or via a "wet" ink signature. Only the elements that are marked with a red asterisk are required. If you do not fill out these elements, you will be sent to an error screen that tells you what must be done to continue.
However, you may complete all elements of the form if you wish. Certain elements are provided as a convenience and it may be beneficial to you to supply those pieces of information.
Don't worry; this form has built-in data recovery technology. If your browser crashes, or you lose your Internet connection, you can simply return to the CDX web site and continue filling out your form. If you choose, you can begin the submission process again.
You will receive a confirmation email with a copy of the data that you submitted as well as a transaction id number that can be used to print another confirmation screen, track the status of your submission, or make modifications to your submission. The submission will be forwarded to the appropriate reviewing official in the EPA Region or State agency.
The official will either approve or reject the submission. An email with the official's decision will be sent to the filer's email address. If a submission is rejected, you may be able to make corrections to the submission and resubmit. Note: Once a submission is approved, you will not be able to update that submission.
Instead you must complete another new submission. Using the transaction id number, you can use the "Check the status" option to determine where your Site Identification Form is within the submission pipeline.
The RCRA staging process is designed to run as a background process that continuously looks for files to process. Therefore, there is no user interaction required once the environment is configured and the process is started. The uploaded file must be in the form of a ZIP file and can contain a number of variable of files files including a control file which lists the names of the other files in the ZIP file.

It could take a few days to a week during periods of high demand. One of the emails in your inbox should have the title "Electronic Signature Agreement". Certifiers are facility owners or operators who must certify the accuracy and completeness of the information reported in the RMP.
The ESA legally binds the Certifier's electronic submission to their signature. Only Certifiers can submit the RMP. Preparers have been granted permission by a facility to access the facility's existing RMP.
They prepare data for a new or updated RMP. Preparers cannot submit the RMP. A Consultant cannot be designated as the certifier. The Certifying Official must send a letter to the EPA on company letterhead indicating they will no longer be associated. The letter will need to include the following:. Typically, paper submissions have errors because the electronic validation process is not involved in the creation of the submission.
Paper submissions may take longer to process due to the manual steps involved. The systems will time-out after 20 minutes of inactivity. Your work will automatically be saved. Submitting a correction to your RMP does not change your five-year anniversary date. A correction should be used to report administrative or other changes at your facility e. This does not require an update of your entire RMP.
You have the option to print your RMP within this screen. As long as you are the preparer and the RMP is in the edit mode, you will be able to make updates. There is no defined rule to complete an RMP.
The user has the option to update RMPs as they desire. Anytime an RMP is signed, certified and submitted an automated email is sent to the certifier and preparer to their registered email addresses and to their CDX Inbox. Next to it is a link which will open the submitted RMP in.
The certifier can either certify or reject the pending RMP. The e-mail should contain the reason s for rejection. If you need further clarification on the rejection, contact the Certifier who had rejected the RMP. As a preparer you will always have the opportunity to make corrections and resubmit your RMP.
Have the Certifier reject the submission. This allows the Preparer to make any additional changes. Note: This process will undo any changes you have made. Traditional RMP Notification letters will no longer be sent to submitters. If your facility has changed states, you will need to deregister, and file a first-time submission for the facility in the new state.
You must find a reliable source i. Google Earth in which to calculate your facility's latitude and longitude. Once you've entered the correct data, you will no longer receive this error message. There is an explicit description of how to select your facility's Program Level. The executive summary must include a brief description of your facility's risk management program.
You determine the length; it may be as short as two or three pages or, if you have many processes, it may need to be lengthy. You should view the Executive Summary as an opportunity to communicate in your own words the nature of the risks posed by your facility to your community and to explain what you have done to minimize that risk. The summary can be an excellent vehicle to display the effort and resources your facility has put into its accident prevention program.
Contact the CDX Help Desk at or for International callers, so that they can initiate action to reset your security questions. The certifier can reject the submission if any changes need to be made. Only the Preparer can make the necessary corrections. An incomplete submittal is not accepted by the system as a submission, so only the Preparer can see their incomplete or draft submission. This field represents the state corresponding to the data that is being submitted.
If you are an EPA regional user, you should select the state that the data corresponds to, not the state where you reside. If data are for tribal water systems, the region should enter their two digit region code. It will not be used for actions total replace domain processing.
This field represents the one digit quarter of the file. This should be the quarter in which the file is being generated. This field represents the supplier of the data. This field represents a freeform two-character alphanumeric comment field, allowing a region and state to insert a value to provide additional meaning to the data set contents. Any blanks will be filled in, by CDX, with the letter 'b', in the data set name. If left blank by the user, the data set name will contain the value 'bb' in these positions.
This will allow users the flexibility to add an additional piece of information to further characterize the data set name.
Regional and state staff should reach agreement on the contents of this field. For example, it could be used to differentiate between different primacy agencies in a state, so values such as CO or NC could be used to differentiate between community and non-community water system primacy agency data. The Product information for each device brand and model being submitted are include as sub-sections of the Product Information page. By default these sections are collapsed when the device technology type brand and model are initially selected.
